Worker Express Entry 2015

Since the launch of Express Entry In January 2015, 1558 applicants have been short listed for the second round of the selection process in two separate short listing rounds conducted on January 31, 2015 and February 07, 2015. The minimum threshold marks for these rounds were pitched at 886 and 818 respectively, in which 779 people were instructed in each of these rounds to go ahead with the next and penultimate round in which they have been given 2 months to revert with completed second set of applications that should accompany all the authentic proofs and documents that have been referenced in the original profiles.



However, the issuance of ITA or invitation to apply does not imply final decision to grant the permanent visa as ITA of the profile for permanent residency of Canada is only an acceptance in principle. The final decision on the grant of entry permit is only taken by CIC after the inspection of physical documents referenced in the electronic profiles on the EE platform. Furthermore, failure to comply with the 2 month deadline results in withdrawal of ITA. Failure to prove the genuineness of the documents can result in severe consequences from removal of profiles from platform to barring the applicants to place requests for a specified period of time.

The eligibility parameters of Express Entry For Skilled Workers have been harmonized to prevent confusion while deciding about the applicability of laws; they also serve the purpose very efficiently, and target the right audience, for instance, the minimum threshold margin for the language has been pitched at CLB 5 for principal applicants. This has been done to facilitate the submission of profiles from the tradesmen who qualify for the erstwhile FSTP program. This language threshold system although allows submission of profiles from applicants in other categories. like applicants from skills level ‘O’ ‘A’ and some categories of ‘B’, who would otherwise apply under FSW scheme, the profiles won’t enjoy expansive visibility due to low scores on account of language, and hence their chances of being picked up for the next round would be very remote.

Since January, 01 2015, Citizenship and Immigration Canada (CIC) is accepting applications for Canadian visa from eager to immigrate migrants through a new electronic platform called Express Entry. The latest introduction is intended to change and improve the way the Canadian authorities have always selected people for inwards migrations, i.e. CIC intends to




· Exercise better control over inwards migration of skills and expertise, and

· Control who should be allowed visa and who should not be accepted, and

· Establish Canadian immigration system as a credible and reliable system, and

· Provide more convenient way to various provinces and Canadian employers for selecting appropriate expertise which fit their purpose and address their requirements, and

· Successfully address the impending challenge of being able to meet the requirement of over 3 million overseas personnel in various trades by the end of this decade (2020), and

· Smoothen up the skills migration system by removing required trades tabulation and also remove yearly annual caps so as make it possible for an increased influx of trained personnel. 3

Establishment of this system is the first step in the process towards rationalization of the skills migration system. The Canadian government has with incorporation of the new platform has very clear message to the word that it does not want to play a role passive application processor but actively control the proceedings of the skills migration policy.

I have personally been involved in the analysis of Canada Express Entry, and I feel that Canadian authorities have found a very viable solution to address multiple issues like selecting only.

· Those people whose services are required in the country, i.e. people who can manage to get a permanent employment offer from a Canadian employer, or get a provincial nomination endorsement from a participating province, or

Canada Express Entry Immigration First Invites To Candidates

As per latest updates from Canada Express Entry program 779 applicants received advisory on 28th January 2015, and some undisclosed number of people received ITAs on 7th February 2015 from CIC to file for the permanent residence visa within 60 days of being instructed to do so. This update makes one thing very clear that what Canadian government had promised at the start of the new program has proven to be absolutely correct, and that the program is going to go full steam ahead with all its components and prove to be highly successful and convenient for the Canadians and immigrants alike. 


Many feel that at last Citizenship and Immigration Canada has proven true to its words, and has started selecting people for migration as scheduled. In the past, announcements made by CIC were seldom taken seriously as the aspirants were always wary of such promises and statements.

But with this arrangement working pretty fine in its first and second execution, the plans of selecting tens and thousands of immigrants with or without employment offers and provincial endorsements may work very well. Although just before the flagging off of this scheme, immigrants were speculating that every applicant to be selected for the permanent residence visa through the Canada Express Entry would need to get either an employment offer, or at least get a provincial nomination, quite contrary to belief, of the 779 applicants selected for the next round of assessment on 28th January 2015; and yet to declared number of applicants shortlisted on 7th February 2015 did not have employment offers or state sponsorship to their credit. The system and pattern of sending Canada Immigration Express Entry Invites clearly indicates that good news is round the corner for many aspirants lodging their profiles, as the system is working fine tuned, and it is going to work efficiently and keep selecting people for ITA regularly as promised and projected. The points worth making a mention here about the working logic of the Express Entry are as following:

· It does not seem necessary for everybody to procure either a provincial nomination or an employment offer; though obtaining one of these could prove to be highly beneficial for the people seeking to compete in the selection rounds, i.e. in the round concluded on January 28, 2015, minimum cut-off was pitched at 886 and for the following round, i.e. on 7th February 2015, the minimum cut-off was pitched at 818;

· Despite the initial selection numbers being quite small, the selection numbers are expected to swell as the scheme progresses and more and more improvements are incorporated into the system;

· Although in the first two rounds the marks pitched were relatively high, it does not mean that this pattern would continue down the line. Applicants seeking entry into Canadian shores could also take advantage of PNP endorsements (more and more states and territories are expected to join the fray to select people for their locally managed skilled migration programs) and employment offers (Job Bank is undergoing a major changeover and is expected to come on air very soon); 


· As planned and propagated, CIC is expected to conduct a total of 25 selection rounds throughout the program year, and the next rounds are expected to select larger number of applicants from a wide array of professions;

·         Work experience is rated on the basis of the number of years spent in a professional role, distinguished as general and senior roles in brackets of 10+ years: 50 points, 5+ years: 40 points, and 2+ years: 10 points.

·         Language proficiency in both English and Chinese is given 20 points, while that in Chinese or English in combination with a foreign language is awarded 15 points and proficiency in either of the two languages is awarded 10 points.

·         Family background is judged as: 5 points for having an immediate family member as a permanent resident, 5 points for each child accompanying (maximum 2), 5 points for accompanying educated spouse with a degree.
